Lock Operating Levers
When I saw these, I knew what they were instantly - the old levers for operating the locks themselves. They still operate most of the locks in Trenton by hand with very similar systems.
The Army Corp of Engineers, of course, has long since replace these with a hydraulic system but the old levers have been left in place.
